why is it over capacity ?

after dinner.. i log in into TweetDeck n it takes a long time to load my Twitter.. then i restart the whole thing.. but it is still the same.. before that i used my brother's laptop to log in.. it showed over capacity.. i tot wert happened..

then after dinner.. i used my lappie to log in to my Twitter account from my Google Chrome.. after a few times.. i get the same result as shown in the picture above.. why? why? why? k lar..i go do work sin..
